Abstract:
Since the last 5 years, National Oil Production was decreasing in Indonesia, which is caused by a natural decline of oil reservoirs deep inside our wells. Because of that, the Government was forced to import half of oil fuel needed for the country which causes an imbalance in government’s national budget due to subvention increase. Since then, the use of biofuel became a renewable alternative to replace fossil fuel. Bioethanol was mentioned to be the upleading compared with biodiesel, due to the use of cheap raw materials. But, planting area disponibility for bioethanol production using maize, sugar cane and cassava is limited, which makes lignocellulosic waste, such as oil palm bulk and sugarcane bagasse from plantation a potential alternative for raw materials. There are many lignocellulosic microbes which are able to degrade cellulose by producing cellulase from a simple fermentation. This kind of fermentation give result to unwanted and uncontrolled substances produced such as organic acids, which decrease microbial fermentation rate. In order to outcome the problem, genetic engineering could be conducted to produce cellulose enzyme from a recombinant strain. This will become a supporting effort to a clean and applicative bioethanol production from lignocellulosic waste. Genetic engineering approach is meant to provide two main benefits, which are (1) enlarging the availability of adequate local cellulose enzyme as an incentive for bioethanol industry, and (2) improving local biodiversity because the use of indigenous microbes.

\Abstract:
The developments of wireless standards technology for radio communication nowadays are growing fast. It was started from 1G until now has reach 4G. Now, the trend is the merging of many radio applications inside a single equipment. The difference in terms of radio parameters for each standard pushes the industry to multiply radio interfaces electronic devices. But this arrives to its limit and it comes to researchers that it would be better to create flexible radio equipments that can adapt their processing to all radio applications. The idea is the radio equipments can adapt also to their environment. Cognitive Radio (CR) equipment is a radio terminal that support the smart facilities offered by future cognitive networks. It is necessary to integrate in CR equipments facilities for the CR support. We argue that management facilities are needed for that. We propose in our lab the HDCRAM (Hierarchical and Distributed Cognitive Architecture Management): an architecture management to be inserted inside CR equipments to add new features required. This paper describes the functionality and structure of the HDCRAM. The goal is to propose a comprehensive specification of the CR management of future CR equipments. A meta-model is a high level model of abstraction. HDCRAM consists of three levels of hierarchy in order to distribute the management across the electronic components of the CR phone. We created also a simulator of HDCRAM for simulating a wide variety of design scenarios and help CR designer to validate its design.

Abstract:
At this time, in area of autonomy has raced every Provincy and City develops facility of internet connection that use uptodate technology, where bandwidth with big capacities has became to be important. In Provincy Nanggroe Aceh Darussalam, the government developes some computer network (Intranet and Internet) depend on to connect every city, town or ville even to level district, in order to improvement of society service.
That network beeing developt with conducive Internet of telephone network pass by Voice Over Internet Protocol (VoIP), that hope lighten expense telephone payment for media communication between head office and part, or between city, town, and ville that has been jointed.
Available bandwidth capacities at this time for head office in provincial capital (Banda Aceh) as high as 2 Mbpses to process uplink and downlink, and in each office of branch has connection uplink as high as 128 Kbpses and downlink as high as 256 Kbps. Every City develops 16 lineses telephone VOIP, but with available bandwidth capacities at this time will happen delay postponement, and needed application for eliminate that delay and compression data and voice. For optimalysing available bandwidth (service data and voice), we use ITU G.729 codec with data compression technique up to 8 Kbpses

Abstract:
Biometric identification system using fingerprint is widely used in some application including in government application. There are some difficulties in matching process as part of identification. It usually arise as deformation problem during the acquisition of fingerprint. The un-discipline (behavioral) person is one of the cause that provoke of those problems. So, the implementation of fingerprint identification system could influence the development of discipline in the country.

Abstract:
In today’s world which is increasingly being driven by speed and technology, Embedded Systems on a Chip (SoCs) can be found in a large variety of applications like image processing, computer vision, networking, wireless communication etc. which of course are making a huge impact on various technologies and developments being carried out. Typically these applications demand real time processing with high throughput. Many of these applications, especially in the domain of image processing and computer vision, also offer good amount of functional and data parallelism.
Reconfigurable computer architectures are becoming increasingly popular solution for many applications. Recent FPGA chips, with their large capacity memory and reconfigurability potential, have opened new frontiers for rapid prototyping of embedded systems. With the advent of high density FPGAs, it is now feasible to implement a high-performance VLIW processor core in an FPGA.
We describe research results of enabling the DSP TMS320 C6201 model for sobel applications, by exploiting FPGA technology. The goals are, firstly, to keep the flexibility of DSP in order to shorten the development cycle, and secondly, to use powerful available resources on FPGA to a maximum in order to increase real-time performance.

Abstract :
The present paper is intended as a critical evaluation of some of the main features of that approach of learning disabilities. People with a learning disability have trouble performing specific types of skills or completing tasks if left to figure things out by themselves or if taught in conventional ways. Learning disability is a disorder in which a person has a difficulty to learn effectively, caused by an unknown factor or factors. The unknown factor is the disorder that affects the brain's ability to receive and process information. This disorder can make it problematic for a person to learn as quickly as someone who isn't affected by a learning disability. One of the urgent case is “dyspraphia” for children. Children who start out with a weakness in a basic skill, such as writing, may miss out on the necessary practice because of the need to catch up with their chronological age peers. Thus a small weakness can snowball into a larger problem. Impaired written language ability may include impairments in handwriting, spelling, organization of ideas, and composition. The term "dysgraphia" is often used as an overarching term for all disorders of written expression. Some (adjustments, equipment and assistants) are designed to accommodate or help compensate for the disabilities while others (specialized instruction) are intended to make improvements in the weak areas. Practice is a particularly important component in developing competence, regardless of the starting point.

Abstract :
This scientific paper exposes the existence of bahasa Indonesia as an integrating identity among the Indonesian students and workers abroad, particularly in Europe. Herein, the definition of identity from a literary figure, Amin Maalouf, is described. The necessity to introduce bahasa Indonesia and establish it as one of well-known languages in Europe is by reflecting the manifest campaigned by group of La Pléiade in France in the period of Renaissance (16th century). Possible ways to achieve this purpose are among other the making of bilingual dictionaries—bahasa Indonesia and other languages than English—comprehensively, establishment of Indonesian studies center in Europe with emphasize on Indonesian language teaching as well as translation studies from and into Indonesian language.

Abstract
:
Gender relations are power relations between men and women. The ideology that gender differences between men and women are shaped by the exercise of power by men over women underpins this definition. In the Germinal has been found concept of culture study, concept gender, and concept of feminism. Germinal (1885) is the thirteenth novel in Émile Zola's twenty-volume series Les Rougon-Macquart. This article identifies and analyses the dominant stories that academics tell about the study of cultural and feminism of Germinal. In particular, I am critical of an insistent narrative that sees the development of feminist thought as a relentless march of progress or loss. This dominant approach oversimplifies the complex story of Germinal by Emile Zola. Finally, people have opted for gender mainstreaming as a reaction to a sustained period of women being excluded or disadvantaged in relation to resources and decision-making. Past imbalances do need to be redressed and effort made in order to focus on women’s situations and women’s views. However, it is increasingly recognized that focus must also be on men as well as women, and the relations between men and women in order for real and meaningful mainstreaming of gender concerns to occur.

Abstract:
Determining the correlation between permeability and porosity is very crucial in reservoir characterization and description. Generally, the correlation is utilized to predict a permeability value from porosity data which results from logging or coring for uncored zones and wells. Difficulty in building a general correlation between permeability and porosity became the developmental background of the hydraulic conductivity method. This method lies on the classification of the permeability and porosity relationship, based on pore size and geometry. The purpose of this study is to generate grouping of rock samples based on zonation of permeability and porosity correlation with characteristics of pore structure and geometry. The capillary pipe model is the basis for developing the method. This method can be used to determine permeability in positions only having porosity data from the log. This paper also presents a method to determine the value of effective hydraulic pore diameter dH, by employing the Gauss-Newton method. This study has used 145 core samples originated from multi-stacked sandstone reservoirs. The core samples have very wide ranges of porosity (0.042 – 0.46) and permeability (0.1 – 7442 mD). Analysis of both the data and the correlation generates new understanding about pore structure and geometry. Application of the developed method to all the core samples results in very good permeability prediction.

Abstract.
Perairan laut Indonesia merupakan satu-satunya wilayah dekat ekuator di dunia yang memiliki koneksi antar-samudera, dari Pasifik ke Hindia, serta merupakan komponen penting dalam sirkulasi thermohaline global. Perpindahan bahang dan massa ke Hindia yang diangkut oleh Arus Lintas Indonesia (Arlindo) berperan penting dalam mempengaruhi fluks bahang dan massa di Hindia, yang secara langsung akan berdampak terhadap perubahan iklim regional dan global. Pemahaman yang baik terhadap karakteristik Arlindo, transfer heat dan mass, serta variabilitasnya, sangat diperlukan untuk validasi model dalam memprediksi iklim regional dan global. Untuk maksud ini, program internasional INSTANT telah dilaksanakan tahun 2003-2006 antara Indonesia dan USA, France, Australia dan Nederlands. Transport Arlindo yang dipindahkan ke Hindia sebesar 15 Sv, yang masuk dari selat inflow Makasar dan Lifamatola, dan dipartisi melalui selat outflow di Lombok, Ombai dan Timor. Suhu yang dipindahkan sebesar 26.7°C yang berdampak terhadap penghangatan air Hindia. Peranan inflow sekunder, seperti Laut Jawa dan NW Australian shelf, sangat penting dalam menentukan struktur massa air Arlindo. Selat Lombok berpotensi untuk lokasi monitoring perubahan iklim, melalui pemantauan Arlindo, yang bisa diintegrasikan dengan aktivitas terkait penting lainnya, misalnya penyediaan energi terbaharukan, pertahanan, dan pemanfaatan air laut-dalam.

Abstract:
Pascagelombang krisis finansial global, dilema antara kebijakan pemerintah dalam mendorong pertumbuhan ekonomi dan menjaga stabilitas finansial masih belum mencapai titik temu. Tulisan ini menyatukan dilema tersebut dalam konteks Indonesia. Studi empiris dari data laporan keuangan bulanan dari 99 bank komersial di Indonesia selama periode 2004-2007 turut disajikan guna mendukung pembahasan. Bukti empiris menunjukkan bahwa dalam rangka menjaga pertumbuhan ekonomi dan stabilitas finansial, pemerintah perlu mengarahkan aktivitas perbankan agar tetap terkonsentrasi di pasar kredit daripada investasi selain kredit, seperti investasi di pasar surat utang atau obligasi negara. Hal ini karena konsentrasi aset di pasar kredit, di samping meningkatkan alokasi kredit, dapat menurunkan risiko kegagalan bank. Sebaliknya, konsentrasi aset di pasar non-kredit termasuk surat utang dan obligasi negara dapat meningkatkan risiko kebangkrutan bank. Meskipun demikian, kontrol terhadap aktivitas kredit tetap perlu dilakukan mengingat terdapat dua jenis kredit, yaitu kredit untuk proyek-proyek produktif ke sektor riil dan kredit untuk proyek-proyek berisiko, seperti konstruksi, properti dan real estate.
Karya ilmiah ini mengajukan beberapa rekomendasi kebijakan. Usaha pemerintah dalam merestrukturisasi sektor riil agar memiliki value-added masih diperlukan agar kredit tetap mengalir secara optimal ke sektor-sektor produktif. Sebaliknya, supervisi terhadap kredit yang mengalir ke sektor-sektor konstruksi, properti dan real estate perlu ditingkatkan, mengingat optimisme sektor ini berangsur naik dan berpotensi memicu spekulasi dari sektor perbankan. Tidak lupa, paradigma Eropa mengenai regulasi prudensial sektor finansial (perbankan) mendesak untuk segera diperkuat di Indonesia melalui Basel II agar perbankan nasional dapat tetap menjaga perannya sebagai “dewi kesuburan” melalui aktivitas intermediasi (kredit) yang sehat. Namun, Basel II akan efektif jika diterapkan pada bank-bank besar dan bank-bank yang terlibat erat dengan aktivitas pasar finansial. Konsolidasi perbankan dan penguatan disiplin pasar (market discipline) pada akhirnya mutlak diperlukan.
